New York City filed to dismiss a lawsuit by individual plaintiffs who alleged that a wide swath of the city's firearm regulations infringe upon their rights under the Second and Fourteenth Amendments of the U.S. Constitution.

In September, U.S. District Judge Jed Rakoff of the Southern District of New York granted the city's motion to dismiss the complaint in full. In a Dec. 4 ruling, Rakoff reconfirmed that order and explained his reasoning. Among other things, the court held that plaintiffs' claims with respect to the limitations on the number of handguns that may be simultaneously registered on a carry license are now moot because defendants voluntarily ceased the allegedly unlawful conduct by repealing the regulation.
