On Dec. 12, 2024, New York’s troubled Conditional Adult-Use Retail Dispensary (CAURD) program suffered yet another body blow, this time in the form of an injunction prohibiting the Office of Cannabis Management (OCM) from processing applications for which it waived the requirement for municipal notification (and, by extension, securing a location).

This was just the latest blow, and injunction, to the struggling CAURD program which stems from OCM’s decision to create (and prioritize) an “enhanced” social and economic equity (SEE) license that gave extra priority to applicants impacted by the war on drugs over other SEE applicants (like veterans and women).
