Traffic stops, including pretextual stops to investigate non-traffic related crimes, are essential to public safety. But these encounters can quickly escalate if stressed-out parties let their emotions cloud their better judgment.
In addition to the human cost, bad outcomes affect taxpayers, as they bear the burden of municipal civil liability and workers' compensation claims. Policymakers therefore have many incentives to find ways to lower the temperature during traffic stops.
