A resolution to whether New York's revamped 11-member ethics watchdog is a constitutionally valid body that should be allowed to investigate former Gov. Andrew Cuomo's $5.1 million book deal for a memoir about his handling of the pandemic is the first appeal on the 2025 calendar for the Empire State's highest court.

The New York Court of Appeals will hear arguments in Cuomo v. New York State Commission on Ethics and Lobbying in Government at 2 p.m. on Tuesday.
