A federal judge has dismissed a civil sexual assault lawsuit filed under a New York City enactment that allows survivors to pursue otherwise time-barred claims, finding the statute of limitations had tolled under similar state laws that superseded the city amendment.

Angelica Parker filed suit against brothers Tal, Alon and Oren Alexander in June 2024, under NYC’s Victims of Gender-Motivated Violence Protection Law, or VGMVPL. The law, created by the City Council in 2022, produced a two-year look-back window to allow survivors to bring otherwise time-barred claims. That window closes on March 1, 2025.
