A non-attorney jurist in upstate New York has resigned after telling another judge he should be excused from jury duty because he believed every defendant before him is guilty, the state's judicial misconduct watchdog revealed on Tuesday.

Former Petersburgh Town Court Justice Richard T. Snyder, of Rensselaer County, was being investigated for misconduct by the New York State Commission on Judicial Conduct, for claiming he could not be impartial.
