Confirmation that Robert Brooks, a 43-year-old inmate at Marcy Correction Facility in central New York, died by homicide, after video footage showed him being beaten with his hands tied behind his back by correctional officers, prompted Gov. Kathy Hochul's call on Thursday for criminal charges and arrests.

“Now that the Onondaga County Medical Examiner has ruled Mr. Brooks’ death was a homicide," Hochul said in a prepared statement, "I believe the legal process must quickly move forward with criminal charges being filed and arrests being made. This reprehensible act of violence demands the full force of our justice system—the family of Mr. Brooks deserves no further delays.”
