ALBANY – Dishonesty in government invariably is rooted in a public employee’s warped sense of entitlement, says Joseph Fisch, the former judge and prosecutor who for 17 months has been responsible for rooting out corruption in the state government’s executive branch.

“The culture of people in government, and I think at any level in government, is different than working for a private employer,” Mr. Fisch, the state’s inspector general, said in a recent interview at his office overlooking the state Capitol. “What one would never dream of doing to a private employer is sort of fair game with public employees.”
