Judges are “making every effort” to avoid sending offenders to short-handed juvenile prisons that sometimes fail to keep their residents safe and often do not provide needed services and treatment, a spokesman for the courts said yesterday.
Speaking after the release of a second report highly critical of the institutions, David Bookstaver said that residential placement is being considered “a last resort.”
