A federal judge has declared unconstitutional a New York City Transit Authority policy that limits public access to thousands of hearings on turnstile jumping, vandalism and other violations of subway rules.

Southern District Judge Richard J. Sullivan said New York City’s Transit Adjudication Bureau (TAB) cannot bar the public from a hearing on violations of the transit system’s rules of conduct merely because the person facing a fine wants the hearing closed.
