ALBANY -Governor David A. Paterson yesterday urged lawmakers to strengthen an ethics reform measure they had adopted, saying it did not do enough to police the conduct of state officials.

“I support some of the measures in the legislation, but I really think that the legislation is a whitewash,” the governor said in a brief meeting with reporters. “There is no independent commission to examine legislators’ conduct…. There is no independent commission that would have the ability to regulate campaign finance. There is no commission to end pay-to-play.”
