Governor David A. Paterson yesterday appointed a veteran western New York judge to fill an opening on the Appellate Division, Fourth Department. Rose H. Sconiers, 64, has been a Supreme Court justice in the Eighth Judicial District since 1994, and she served as a Buffalo City Court judge for five years before that. In May 2009, she was appointed by Chief Judge Jonathan Lippman as chairwoman of the Franklin H. Williams Judicial Commission on Minorities. She is a graduate of University at Buffalo Law School.

Justice Sconiers (See Profile), who took the slot created at the end of last year by the retirement of Justice Robert G. Hurlbutt, filled the final opening left on the four Appellate Division benches. Her appointment to the $144,000-a-year appeals court judgeship is not subject to confirmation by the state Senate.
