A federal judge has held that a man convicted of selling tens of millions of dollars worth of untaxed cigarettes on an American Indian reservation must pay restitution to the state of New York, although not to New York City.

Both the city and the state sought payment from defendant Rodney Morrison under the Mandatory Victims Restitution Act, which provides compensation for victims of certain crimes, including illegal cigarettes sales.
