Last December, the New York City Council adopted four local laws, 84, 85, 87 and 88, designed to reduce greenhouse gas emissions from buildings, commonly referred to as the Greener, Greater Buildings Plan.
These laws create a New York City Energy Conservation Code and require energy audits, retro-commissioning, building performance benchmarking, lighting upgrades and sub-metering to measure the flow of electricity in tenant spaces. The laws, described below, will be codified in Title 28 of the New York City Administrative Code.1
