A divided appeals panel in Manhattan last week upheld a condition of parole, motivated by a “zero-tolerance” policy toward domestic violence, that regulates a released prisoner’s contact with his wife.

Reversing a trial judge, a 3-1 Appellate Division, First Department, panel rejected a challenge to a Division of Parole requirement that Everett Williams obtain his parole officer’s permission before visiting his wife.
