On Dec. 28, 2009, Mayor Bloomberg signed into law new rules governing energy use in New York City buildings. These rules will have an effect as great, if not greater, than earlier local laws that required façade repairs1 and building-wide fire safety systems.2

Like those earlier laws, they will create new cottage industries of consultants and contractors and impose major new costs on building owners.
