ALBANY – A New York law that gives tort victims who do not immediately know the cause of their injuries more time to sue applies only to the latent, or hidden, effects of exposure to toxic substances, the state’s highest court ruled yesterday.

Four Court of Appeals judges also determined over the objections of three dissenters that an effect that appears within a matter of hours after exposure can be considered as “latent,” allowing an additional year for bringing suit.
