Andrew Stein, a former New York City Council president, pleaded guilty to tax evasion yesterday, admitting he failed to pay more than $1 million in taxes for 2008. “It was 100 percent wrong not to pay,” Mr. Stein told Southern District Magistrate Judge Ronald Ellis. “I’m 100 percent sorry.”

Mr. Stein, 66, who served as Manhattan Borough president from 1978 through 1985 and City Council president from 1986 through 1993, pleaded guilty to misdemeanor failure to pay taxes pursuant to a plea deal with the government. He was initially charged in May with the felonies of making a false filing to the Internal Revenue Service and making false statements to a federal officer as part of a criminal complaint levied against Kenneth Starr, a non-practicing attorney who was an investment advisor to celebrities such as Sylvester Stallone and Wesley Snipes.
