A Commission on Judicial Conduct proceeding against an upstate town court justice who encouraged a derogatory remark about Jews among other alleged misconduct has been closed with the justice’s resignation and agreement not to seek or hold judicial office in the future. Norman A. Perkins was town court judge in Machias, Cattauragus County, until his resignation Dec. 3.
