Steven W. Fisher, a New York state judge for almost three decades who was known for his thorough preparation and his scholarly approach to the law, died Saturday at his home in Queens after a brief battle with cancer. He was 64.

At the time of his death, Justice Fisher was sitting in the Appellate Division, Second Department, to which Governor George Pataki had appointed him in 2004.
