ALBANY – As governor, Andrew M. Cuomo need not wait for legislative approval before implementing governmental changes that would create a “new atmosphere” in Albany, a reform group says.

A report released this week from the New York Public Interest Research Group (NYPIRG) outlines 30 areas in which Mr. Cuomo, who is set to take office on Saturday, can set a new tone in the state capital by acting unilaterally through executive order to make some reforms and by aggressively advocating for others that require legislative or regulatory action.
