ALBANY – Governor Andrew M. Cuomo yesterday proposed shutting 20 percent of state agencies, authorities and commissions to fulfill campaign promises to create a leaner state government.
That action alone would save millions of dollars in the politically protected complex of patronage mills. But that and many of the proposals Mr. Cuomo detailed yesterday in his first State of the State speech before gathered lawmakers will need their support (Listen to the speech).
