The year 2010 marked the 40th anniversary of the New York State Department of Environmental Conservation (DEC). There were cheers early in the year that celebrated the progress in environmental protection achieved through the DEC’s efforts.

This was followed in the fall by groans that were associated with the DEC’s loss of institutional knowledge and manpower because of early retirements and budget layoffs prompted by the state’s fiscal crisis. It is not going to get any easier in 2011 with a huge budget gap.
