• Michael W. Schell, former senior upstate advisor for the Office of the Governor of New York State, has joined the Albany office of Hancock Estabrook as of counsel in the litigation and corporate groups.
• O’Connell & Aronowitz has bolstered its health care and criminal law practices with the addition of Richard S. Harrow as of counsel in Albany. Mr. Harrow was with the New York State Attorney General Office, where he worked in Medicaid fraud control, having served as regional director for the NYC Region and as regional director in the Albany office.
