LONDON — A public inquiry has found that Northern Ireland authorities were not responsible for the killing of a Catholic lawyer who died in a car bomb 12 years ago, an official said Monday.
But the inquiry, which took six years to complete, also criticized police for failing to preventing officers from threatening to kill Rosemary Nelson.
