In reviving the habeas petition of a defendant convicted of robbery, a unanimous federal appeals panel has brought clarity to an area of the law muddied by the court’s own precedents.
The ruling grants the habeas corpus claim of Allen Harper, who is serving a minimum prison term of 20 years for a robbery committed in Brooklyn.
