Davis Polk & Wardwell has added David R. Wiles as counsel in the credit group. He joins from the Charlotte, N.C., office of Mayer Brown, where he represented banks and other financial institutions in domestic and international financings, primarily syndicated and leveraged finance transactions, as well as loan workouts and restructurings. Also, David Polk has promoted three New York lawyers to counsel: Hayden S. Baker, environmental; Ross B. Galin, litigation; and Daniel J. Schwartz, litigation.

Abrams Fensterman has opened a Brooklyn office to be headed by two new partners: Frank R. Seddio and Frank V. Carone. Mr. Seddio, a former state assemblyman, recently retired as a Brooklyn surrogate. Mr. Carone, the law chairman of the Kings County Democratic Party, was recently appointed by Mayor Michael Bloomberg to the New York City Taxi and Limousine Commission.
