ALBANY – The former director of the FBI, William Sessions, was not influenced by favoritism when he served as an arbiter on a panel deciding whether the Sirius Satellite Radio network breached a contract to buy radio receivers, the state Court of Appeals ruled yesterday.

In 2008, a three-member American Arbitration Association panel chaired by Mr. Sessions ruled unanimously in favor of Sirius that it had not breached its contract with U.S. Electronics by giving preferential treatment to its competitors.
