• Blank Rome has added Paul H. Shur as a partner in the financial services group. Mr. Shur, who concentrates on commercial and financial transactions, loan workout restructures and creditors’ rights litigation, was a member of Sills Cummis & Gross and chair of its banking and finance practice group.
• Victor Olds, the former senior counsel at Legal Services for New York City, has been named general counsel at the NYC Department of Youth and Community Development.
