ALBANY – New York City’s long effort to build a garbage transfer station on the Upper East Side took a major step forward yesterday when an appellate panel in Albany unanimously rejected a plethora of objections raised by opponents.

The Appellate Division, Third Department, held that the state Department of Environmental Conservation had conducted the requisite reviews and acted reasonably before granting permits to the city.
