Section 684 of the New York Franchise Act and Section 200.10 of the New York Franchise Regulations feature a series of exemptions.
A threshold question exists, however, as to whether these exemptions only relieve a franchisor from having to register its franchise disclosure document with the Attorney General or, in addition, also relieve that franchisor from having to effect disclosure otherwise required by the New York Franchise Act to prospective franchisees.
