After examining “more deeply” the factual findings and legal standards underlying New York City’s adult zoning regulations, a state judge has changed his mind about the unconstitutionality of the controversial ordinance restricting the operation of topless bars and adult stores.

Manhattan Supreme Court Justice Louis York, who upheld the validity of the regulations in 2010, ruled in a decision released yesterday that the 2001 amendments to the zoning law are an unconstitutional violation of the First Amendment and permanently enjoined their enforcement.
