A federal judge has struck down provisions of a New York City law that regulate the activities of lawyers involved in debt collection as an intrusion on the state’s oversight of the conduct of attorneys.

Eastern District Judge Eric Vitaliano (See Profile) held that the city’s Local Law 15 of 2009 trespasses on areas of regulation that the state has staked out as its own under Judiciary Law §§53 and 90.
