A federal judge was asked yesterday to direct New York City to come up with a better plan to meet the needs of the disabled during major storms and disasters.
Attorney Shawna Parks of Disability Rights Advocates told Southern District Judge Jesse Furman (See Profile) that Hurricanes Sandy and Irene exposed "glaring omissions" in communications, evacuation and shelters for the disabled and that the judge should find the city liable for those failings under the Americans with Disabilities Act.
