A federal judge has blocked the office of Brooklyn District Attorney Charles Hynes from retrying a freed murder defendant because it failed to take action within 60 days, as ordered by the court in January.

Taking the "extraordinary" step barring retrial of William Lopez after he spent 23 years in prison, Eastern District Judge Nicholas Garaufis said there will be no second trial in a case he called "rotten from day one."
