Carmen Beauchamp Ciparick, the former state Court of Appeals judge, has been appointed special master to draw new district lines for the Orange County legislature based on the 2010 Census. Southern District Judge Edgardo Ramos (See Profile) in White Plains enjoined the county from proceeding with 2013 elections for its 21 legislative districts that were drawn in 2005 according to the 2000 Census. The legislature has been unable to agree on redrawn lines to account for population shifts.

Use of the old districts have been challenged in Molina v. County of Orange, 13-cv-3018, in which the plaintiff contends that the "one person, one vote" principal is violated by the continued use of lines based on 2000 data. In an order signed on May 13, Ramos said the parties agreed to the appointment of Ciparick, who is co-chair of the appellate practice group at Greenberg Traurig. She retired from the court on Dec. 31 (NYLJ, Dec. 26).
