I wish to take this opportunity to congratulate the New York Law Journal on the occasion of its 125th Anniversary.
New York state 125 years ago was a far different place than it is today. It was largely rural in character and the large metropolitan centers were separated by significant distances. When the four judicial departments were established, eight years after the founding of the Law Journal, it was intended that each of those units be roughly equivalent in terms of population.
