Henry J. Scudder is presiding justice of the Appellate Division, Fourth Department.

The Appellate Division, Fourth Department, held its first session on Jan. 21, 1896, in the federal courthouse located in Rochester. The court was comprised of five justices, assisted by a court clerk, court crier, and two court attendants. Presiding Justice George A. Hardin called the court to order. Three cases appeared on the calendar that first day. By the end of the year, the court decided 496 cases.
