A family court judge in Queens has been selected to head a New York City welfare agency that he said has “become better” in the last several years but has recently faced questions about its response to reports of abuse and neglect.

Mayor Michael R. Bloomberg announced yesterday that he has appointed Judge Ronald E. Richter, 46, as commissioner of the Administration for Children’s Services (ACS). In September he will replace John Mattingly, who has held the job for seven years.
