Twenty one drivers accused of cheating to obtain commercial licenses were arraigned in state court Wednesday, the second round of a crackdown initiated by state Inspector General Catherine Leahy Scott.

In September, an inspector general investigation led to the arrests of 19 people who were charged federally with scheming to provide applicants for commercial driver’s license (CDL) with the answers they needed to pass the tests before transporting cargo ranging from hazardous materials to children on school buses.
