A group of minority-owned small business owners in East Harlem are asking a court to stop New York City’s plan to seize their property through eminent domain for redevelopment, claiming the plan is racially discriminatory.

The East Harlem Small Business Association filed an answer and counterclaims to the city’s petition for eminent domain in Manhattan Supreme Court on Monday. The businesses include a hair-braiding business, a car repair shop, a church and others.
