Nassau County Supreme Court Justice Thomas Phelan, who had a passion for presiding over guardianship cases, died on Feb. 12 after serving almost 20 years on the bench. He was 69.
Meredith Brown, Phelan’s daughter, said Phelan had been battling cancer since April.
