A proposal to treat 16- and 17-year-old offenders as juveniles has joined the list of proposals cut out of the state budget being negotiated by lawmakers and Gov. Andrew Cuomo.

Responding to questions from reporters Tuesday, Cuomo said he supports the proposal and hopes it will pass before the end of the legislative session, but suggested there was insufficient time before the April 1 budget deadline.
