Civil liberties groups have asked the U.S. Court of Appeals for the Second Circuit to declare again that the bulk collection of telephone metadata by the National Security Agency is not authorized by statute and is unconstitutional.

Saying the government has resumed the illegal collection of the data in its anti-terrorism efforts, the American Civil Liberties Union and the New York Civil Liberties Union are seeking a preliminary injunction against the collection or use of the phone records of their organizations.
