Prosecutors in the kickback and extortion trial of former New York State Assembly Speaker Sheldon Silver used three witnesses Monday to show the jury how Silver made discretionary grants under the 2002 New York State Health Reform Act without oversight in Albany.

Jurors in Southern District Judge Valerie Caproni’s courtroom heard from the Assembly’s former deputy budget director, Victor Franco; former director of budget studies Stephen August; and Dennis Whalen, a former top official with the New York State Department of Health who is now president of the Health Care Association of New York.
