ALBANY – The New York State Bar Association said that all seven candidates nominated to become New York’s next chief judge are qualified for the job, though it found three candidates stood out.

Caitlin Halligan, A. Gail Prudenti and Stephen Younger were all rated “well qualified,” a higher designation than the “qualified” the group gave the other four nominees—Janet DiFiore, Carey Dunne, Michael Garcia and Rowan Wilson.
