New York City will pay $3.8 million to the family of a Rikers Island inmate who died in custody after swallowing a ball of toxic detergent in 2012.
Jason Echevarria, who was 25 at the time of his death, was awaiting trial for a robbery charge and was being held in a unit for mentally ill inmates.
