Chief Judge Jonathan Lippman has appointed Presiding Justice Richard Lowe III of the Appellate Term, First Department, as chair of the New York court system’s Franklin H. Williams Judicial Commission, which promotes racial and ethnic fairness in state courts.
Lowe succeeds Justice Rose Sconiers of the Appellate Division, Fourth Department, who has served as head of the commission since 2009.
