State and federal officials have agreed to ease the monitoring process established in a settlement over living conditions at state facilities for juvenile offenders.

Northern District Judge Frederick Scullin Jr. signed off in December on a motion dismissing some oversight provisions after finding that terms of the agreement pertaining to the use of force, psychotropic medications, trained staffing and development of mental health and substance abuse treatment programs had been met for at least 12 consecutive months.
