An appeals court has ruled that two western New York officeholders cannot invoke environmental review laws to defeat a planned community college expansion that they opposed politically.
Former Erie County Executive Joel Giambra and Buffalo City Councilman Joseph Golombek Jr. challenged Erie Community College’s planned $30 million expansion of an academic building on its Amherst campus on grounds that Erie County was wrong in finding in a State Environmental Quality Review Act (SEQRA) review that the project would have no negative environmental impacts.
